What is the best way to identify tire kickers for the products I offer?

One of the areas I am trying to improve on is qualifying customers before taking the sales steps further. What are some ways to do this better?

One quick way to discover tire kickers is to ask the power question: "What is your budget?" The buyer will have one because they are actively looking for a solution. The tire kicker or person with no funds will dodge this question because they are "shopping" and not in a position to buy.
